I never said that there was no value in the bulletins. I asked how many
people actually copied them.
I don't agree that any station should just be able to come up and take
over a frequency. That is a blatant violation of the rules. The ARRL is
not above any of us.
You missed the point of the 313 reference. There is no stipulations in
the rules that if I send out notice in a magazine that I am going to do
X on 14.313 or 14.300 or 18.100 I can without following the rules of my
license. The ARRL is no different. Why should they be allowed to do
but I can't? If this is the case then if I was a net I could easily
make the case to the FCC that you have allowed the ARRL to do it for 40
years so I am going to own XYZ frequencies. This is exactly what we
are going to see with PACTOR 4 and Winlink across our CW bands.
All Amateur stations need to follow ALL the rules.

Hi Mike, I do agree with Ed K0KL on this. I have been copying the
W1AW bulletins for 40 years. I still do, mostly on RTTY but sometimes
on CW.
I have used the scheduled bulletins on RTTY to check out various RTTY
Equipment. I even used W1AW CW to calibrate my Heathkit HW-16 when I
was a Novice.
Just because it broke a QSO with you, it doesn't mean it has no value.
As far as setting up on 14313, you can do that. K1MAN did the same
thing for years on 14275. Just be ready to be at your station 24/7.
So when W1AW comes on, either QSY or just copy it.

Does anyone even copy these bulletins anymore. There is no way to
find out. In this day and age I doubt many do.
Published months in advance do not allow one to break the rules.
So if I publish my operating schedule on 14.313 months in advance
and fire up, this is ok? I think not.

I didn't know even the exalted bulletins were special

The W1AW Bulletin station has been doing that for years.
The error was on the part of the W1AW/0 (MO) operator for
setting up and calling CQ on the published W1AW broadcast
frequency.
It would be interesting to see a poll taken of the amateur
community on the need for ARRL W1AW broadcast station.
Broadcasting was good when it was created but may no
longer be useful or used. Maintaining a club station for
member use has value; however, I would rather see the
operational cost of broadcasting channeled into more
useful projects, like LoTW.

In no way is this "amusing". It is a portent of of

Dick, I think you should send a copy of your email to
ARRL and ask why they interfered with one of their own
W1AW portable stations? Also ask what are they going
to do to insure this doesn't happen again to any
unfortunate soul who happens to be operating on
"their" frequency when its time to transmit a ARRL
bulletin?

This is amusing. The ARRL is touting RM 11708 as being
helpful, while at the same time QRMing an on-going
operation on a frequency without checking to see if it
is busy! The ARRL does not have a right to a frequency
if it is occupied already. They are supposed to move
to prevent QRM, correct?

I was trying to work W1AW/0 (MO) on RTTY at 18.100 and
W1AW home bulletin station came on like a PACTOR robot
and wiped out any chance of working the W1AW/O
Centennial station.
Future W1AW/P RTTY operations should avoid W1AW
broadcast frequencies.
