It's BARTG's contest, so they set the rules for their contest. They, and
only they, determine what exchange is required for their contest. If
they don't think that sending a repetitive, redundant, and sometimes
bogus "599" for a contest exchange is necessary, and I tend to agree
with them, then BARTG is under no obligation to require it.
