Hertz didn't REQUIRE a resonant radiating element but that resonant
radiating element was his only frequency determining element in his
experiments.

Radiating elements don't need to be resonant to function, but generally
the resonant radiator is more effective because there's more current
circulating and its the current (moving point charges) that does the
work. The voltage parts of the antenna mostly just help it resonate.

One way of defining resonance is that the circulating currents are
larger than the applied currents. The maximum response usually coincides
with voltage and current in phase, e.g. phase angle = 0 or power factor
(in power systems) = 1.0.
