You are correct, FCC has mostly lawyers and not radio engineers anymore.

Bush is a MBA, one trained to delegate;  I am sure he has no clue about
emer. comms. on HF.

But, he was in the oil patch back in the days when they used 6m area
frequencies for radiophones.
He might remember that and the problems of that frequency range as "a hook".
He also is a pilot and used military frequencies and can understand the
importance of no interference.

I think he is a good enough pol to realize if he gets 600 000 ham emails to
White House page that something is wrong in backing BPL and he will back
away.
Copy all the pols in DC and state level as well as well as PUCs.
Make it not too technical.   Power Lines are for power period.    With radio
signals they radiate and interfere with lawfully licensed stations and
emergency HF communications like Hurricane nets, Red Cross, Salvation Army
SATERN, etc.
