Just make sure you do not have TXEN and TXOUT cables reversed. If you do you would have the symptom you see.

Yes , it is only when I put the amp in operate that I see no output on the
meter ( antenna tuner meter or amp meter ) If I have the amp connected to
the radio and the menu set and the switch on the amp is on standby and when
I key up there is power out if I stop there and push the switch to operate

It sounds like the amp does not connect TXEN to TXOUT when its antenna
relay
switches to transmit.  If you have the amp in standby but still connected
to
TXEN and TXOUT, does the Orion transmit normally with the keying loop
enabled?

on my meter when the tx en and tx out  are jumpered together and the key
loop is on and amp key tracks is on the keying loop setting .   so you

What I'm trying to do is diagnose what is going on.  If you turn on the
Orion keying loop and do not connect anything between TXEN and TXOUT,
transmit will be blocked.  If you then jumper TXEN and TXOUT together
without the amp connected, the Orion should work alone and normally.
So,
does this work this way?  If this does, then the problem is in the amp.
If
it doesn't, then the problem is in the Orion.

Does the Orion now key when you try to transmit?  It should.

If that works, then connect TXOUT to the Titan key in.  Connect the
Titan
key out to the Orion TXEN.  The Orion should still key.  So exactly
what
does not work.

I have reread the manual and looked at the hookup my question is
this
(when
hooking Orion II to titan III amp ) there are only two cables to
run
between
the two tx en out  key in out .  and then use the switch on the
amp
in
qsk
mode .  then go to the tx menu and enable loop 1 .  is this
correct
