I think the problem is, most hams are simply not equipped for measuring high
voltage safely.
We used to be.
I don't even remember what happened to it, but for many years I had a
Heathkit IMA-100 High Votage probe.
They were huge, well protected, reasonable priced and about as safe as
anything could be, as the picture will show:

WHERE CAN WE EVEN BUY SUCH THINGS TODAY?
I own several good VOMs and digital meters, but nothing can measure this
high voltage and even if it could, I would not want to be probing around
high voltage with their tiny probes.
