A power transformer connected to the power line will draw magnetizing current, and there will be power dissipated."In spirit if the original statement, of course I assumed the peripheral, small losses. He was suggesting that without a load & 'idling', a linear supply was wasteful of a lot of power in its regulator heat sink.
