While it has generally been my experience that antennas tend to tune
more easily a bit above resonance than below, there is no good reason
that a 229 or 238 should not match a dipole that resonates on 3800 down
to 3500.
FWIW, I usually cut my 80M dipoles for about 3600 kHz, and am able to
load them throughout the phone band.
