  That part is very common in trucks  - semi or diesel big trucks-  also in the 
OFF road Race cars is used  to reduce the fatigue in the steering wheel.   
there are many models for the American cars,  there in your local Diesel  yunk 
yard you can get and idea if you don't know the piece and get a model if you 
like to order New.
   
  is the same idea that the Ford use in the Steering wheel shaft,  open your 
hood and there is the basic donut ,  that think is 2 metal  pieces filled to 
form the donut with ruber  if break the contact will be there , you never  
loose the  direction,.

Just a thought: 
Does a shock absorber in the mast like this really take any stress off the
rotor gears? The shock absorber will wind up allowing the antenna to twist
further than it would without the shock absorber and have much more "travel"
when returning in the opposite direction thus increasing the force by
allowing more travel and the antenna to whip around more than without any
flexible joint.

The shock absorber works well in a car's drive line as the major force is in
one direction.
