Not if they've been classified as requiring "demilitarization", which in this case means reducing to shredded scrap metal. Granted, it's not obvious why these have been classified as such.

Sometimes, things are classified as "must be destroyed" because they are unsafe in their present state (bent, corroded, rusted), and they don't want someone selling them without noting that. This was a big problem with surplus airplanes a few decades ago. In this case, maybe those tower trailers were flooded in Katrina or something, and have unknown histories.


It's sort of like a "salvage title" on a car that has been wrecked.
