I'm pretty sure both are required. The fins would have the same
leverage as a concrete base, but without the weight of the concrete
there is nothing to hold them to the soil for that leverage to do any
good. It's a pretty easy vector analysis problem to prove it.

I've always wondered whether the massive weight of concrete
isn't the real thing holding up the tower as opposed to the
resistance of the soil.
