  It looks like ARRL did this, correcting an error that had been in the
2016 rules.

  This seems reasonable - a single operator station transmits one signal
(rule 3.1).  Multi-operator
stations transmit one signal per band (rule 7.3).  The "per band" in 3.1
was pretty obviously a mistake
as rule 7.3 said "Only one signal per band..." just as it now does.  There
would have been no reason
to say it again for single operator class.

  Errors get corrected.  Sometimes other changes are made, like adding or
modifying rules for rovers.
