So let's review...
It's "OK" to produce poor quality electronics that generates RFI, because we 
can get someone else to filter said, "RFI" in order to function properly, 
thereby transferring the costs of mitigation to the victim.

That makes perfect sense.
I wonder how that would work as a story plot in an episode of, "Law and Order 
SVU"?

Eventually, the RF ecosystem gets so polluted, that no amount of filtering is 
able to recover a usable signal or allow for reliable operation.  Filtering has 
limits bound by physics and economics.
