Ed:
Yes, there is radiation off the coax feeding the antenna if a balun is not
used at the feed point because the off center drive point creates an
unbalanced load unlike a center fed dipole. Notwithstanding the Radio Works
hype, I haven't found this to be desirable and have used a 4:1 current mode
balun at the feed point to prevent it.
