signal report passed out. If the guy was really Readability 5, and you blew
it, you must be pretty dumb, so deduct 5 qsos. But if he is only Readability
1, and you mess it up, it was for understandable reasons, so don't beat the
guy so hard :>)

The point I am trying to make is, some want to be accurate when you send
your year licensed, so, why not be accurate and send a true signal
report...you
can make up a phoney 59, but, it's not OK to switch up your name or year
licensed?? Hmmm...double standard..
