If you needed ZONE 37 , and the station was gining 59937...

Why wouldnt you call ?

You would be wasteing operating time while you waited for him to ID

[KY1V-->>]  ... and you are wasting everyone else's time when you send
CL? CL?, particularly the DX station. Listen first, then transmit!
