I think this can only be said about a very small region of the country.
In very large regions of the country, 903 and up activity has never been a 
significant part of VHF contesting - in fact, if anything, the M/L category
encouraged more stations to get on the air in the first place, as it 
is easier to build a potentially competitive station in that category.
