As for USA only, it used to be the case with foreign dollar-denominated 
checks that the bank fees to negotiate them were more than the amount of 
the check.  PayPal should have remedied that situation.  I think that also 
arises because some sellers are afraid of the complexities (whatever they 
think they are) of overseas shipment. ,

As for selling prices, a B-school cynic once declared the following rule -- 
in any sufficiently large and free market, the winning bidder in any 
auction will always pay more than everyone else in the world thinks it is 
worth.  And it only takes one person who is 'way off the high end of the 
bell-shaped curve to cause these crazy prices.
