It would be really easy to maintain the purity of the NAQP as a contest between
100W no-Skimmer stations:
1) Remove the part of rule #15 that acknowledges the possible entry of HP
stations.
2) Only count contacts between entrants of the contest. The 7 day entry deadline
is not very rigorous. By submitting an entry, an op would be declaring that
they were indeed 100W with no Skimmer use.
The few ops that got on for a few hours with a KW to have fun with "fast rates"
would have wasted the time of the serious competitors equally.
