I have never taken the opportunity to operate from a DX location, let alone a 
"needed" DX location. But I agree with Ed. However, I would take it one step 
further...

I would mark a blank card with this:

"Dear (insert callsign here). Your signal was heard but NOT logged because I 
was calling for (insert NA, EU, whatever) and you are NOT (insert NA, EU, 
whatever). Please work me again when it's your turn. Your signal was QRM in my 
receiver and slowed down my rate. I will log your call and QSL a contact with 
you when I am working (insert NA, EU, whatever). This is return card represents 
a SWL confirmation only on this date/time/band/mode."

Maybe I'm just getting too crotchety in my old age... but simply stating NIL 
does not send a message WHY the contact is NIL.

So call it a black list if you like. It's not life or death. But it certainly 
will spread the message quickly. Oh, and BTW, keep any green stamps for your 
trouble!

(I'll wake up from this dream, 'real soon now'...)

I think one of the gys hit it on the head when he says it just a 
common lack of courtsy.

Now, there is one solution. When all of EU ( or any other keep calling
away, just work them. And write down the call. Notice I did not say
log them.

When the card comes from them, just return it "not in log".

Perhaps if this approach was published on the Daily DX and other
sites, there should be no misunderstanding. Call out of order and 
you're toast!
