Why are we arguing for MORE regulation? Perhaps a gross simplification of the US
amateur regulations might be better. The Canadian Amateur regulations are a good
starting point, see the Tables in
"Standards for the Operation of Radio Stations in the Amateur Radio Service,
RBR-4", referred by:
"Radiocommunication Regulations" SOR/96-484.
In summary, Canadians are limited to 6 kHz BW below 28 MHz, except 30 m where
the limit is 1 kHz. In 10 m band the limit is 20 kHz and rises with frequency
above HF.
That's for the whole band, and I've found no modulation restrictions or subbands
for CW, or data, or phone. Perhaps a VE might enlighten us further.
I haven't noticed any problems from across our northern borders.

I know that there is already at least one effort to collect as much
documentation as possible to counter ARRL's lame idea. I have been in the CC
of emails of such activity, and have also participated in the private
discussions.
If a collective, well thought out comment is publish before any FCC deadline,

I have not floated this idea to anyone yet, I am interested in what the community
prefers, and we'll see if the folks who are already drafting a comment (let's call them
"the usual suspects" of RTTY HI HI) would be willing to let others add their
names.
BTW, the signatures do not have to be limited US licensed hams, since QRM can
travel far and wide and affect everybody, including SWL.
