I suspect it's an attempt at fostering accuracy. I do know that when I've done 
this contest (and others) where I'm just there to have a few hours of fun and 
make some QSO's, I'll just enter whatever I feel like for any part of an 
exchange that I didn't copy and that couldn't be deduced from something like 
the previous or following serial number.  But when I put a full effort in, 
that's another story.

A 3 or 4 digit random number might actually  accomplish this better as well as 
foil attempts to deduce a missing part of an exchange from other QSOs.

One way to resolve them is to eliminate the time from the exchange and
replace it with something more interesting such as name or grid square
or year first licensed.

After all, who cares what time the other station thinks it is? A
complete waste of time (pun intended) IMO.
