Rick, Dave is right. What you are calculating with the formula you show is
cm/ft. If you divide it by 100 to get meters/ft and invert it you will get
the correct 3.28 ft/m. Just remember a meter is about 39", or a bit over a
yard. 39"/36" * 3'/yd  = 3.25 as an approximation.

Dave, take you calculator and multiply 2.54 (cm/in.) X 12 (in./ft.) = ?

My calculator says "30.48" every time I do this.

Well then, 3.05 is close enough and "3" is close enough for government work.

Where did that 3.05 ft per meter come from?  Looks more like 3.28+
ft/meter.  Just remember two ratios:  2.54 cm/in and 39.37 in/meter.
And in finer measurements, l mm = about 0.040 inch.
