I think the point Dave was trying to make, is if everyone in the Midwest
and west are using different frequency than the East coast stations and the
bands open, no one will know it.

Sure, if you start on 6m and then past-the-multi it might be would not be
much of and issue. However, the 2m/70cm /etc... stations will not find each
other if the bands open since they are on different frequencies.
