I was worried about the same thing when I put up my crank up tower, but the
rock was crumbly enough I was able to get down 8.5’.
(The following thought is not based on any engineering calculations, but...)
You need to make a wood template for the bolt pattern above the concrete. I
would also make a steel plate (maybe 1/4” thick) with the same bolt pattern for
down in the hole. Then drill into the limestone a lot of holes and hammer in
bolts deep into the rock. Have those bolts come up through additional holes in
the 1/4” thick plate. Hence, the plate inside the concrete is held in place by
bolts into the rock, and the plate gives you a termination for the anchor bolts
going up above the concrete.
