Hans: That is a valid interpretation, but there are others. First,
97.119(a) does not say contact, it says communication, which is not defined
in the definitions section of Part 97. I would include a TEST transmission
or a CQ a communication, for the purposes of ID. What about nets? Its a
group communication. One could say the running station is having an ongoing
group communication involving many stations in a round table, so he only
HAS to identify every 10 minutes. The real rule violators, then, would be
the stations that answer the running station's CQ and do not identify on
the same frequency AFTER they send their exchange, which is the point where
they end their communication. Under this interpretation, the following is
correct, say for CQ WW):

RUN: .....TU QRZ
CALLER: WV2ZOW
RUN: WV2ZOW 5NN 05
CALLER: 5NN 05 WV2ZOW
RUN: TU QRZ ...

I know I have not heard many callers send their call after the exchange,
except on RTTY. Maybe we are going after the wrong stations to make things
legal. What do the "runners" think of this? -- Mike, WV2ZOW
