Relative to spectrum usage, if a station is CQing over and over without
being called - he is using spectrum. If he answers a call, he uses no more
spectrum than the repeated CQ being unanswered. If an SO2R op calls him on
the 2nd radio, that 2nd radio call uses no more spectrum than if there is no
2nd radio used. The next increment of time on the used spectrum slot is
either another CQ or a QSO exchange, but in either case the spectrum will
continue to be used.

If dual CQing is going on by a single operator, it clearly uses more
spectrum. They are not the same.

SO2R has nothing to do with fairness any more than have a 4 sq in a salt
marsh on 160 is fair vs the rest of the competing world using inv Ls or
dipoles or verticals over normal soil.

When someone lies about using assistance to gain an unfair advantage, that
is just plain cheating. Mushing SO2R and lieing serves no purpose and is
uncalled for.
