I wonder how much extra it would cost (someone) two install chokes and/or
twist the wires?

it may be a good thought experiment with them to “put a number on it“
regardless of who ends up paying for it. If it’s only $500 and I were you,
I’d consider offering to pay the neighbor back for that installation. The
solar companies have “kits“ (I think) that they could install. Anyway,
putting a number on it would be a good place to start – and a remedy now is
better than having to have the whole thing undone later.

I would avoid getting into a hassle over whose violating FCC Royals, and
whose responsibility it would be etc. just git ‘er done!
