Are we looking at the same amp? It looks like my output loading cap in my
legal-limit amp, and it's never arced even into a high SWR.
The output loading capacitor only has to handle about 300 volts.
As long as the plates are aligned end-to-end, it should work OK. Just look
through the plates at a light, and rotate it throughout its entire range.
Check for the plates not centered or almost touching.

You don't need to be an expert or have a lot of special tools. Look at

The only power tools I used were a drill press and a hand-held jigsaw (a
reciprocating sander can be used to make scratched up panels look nice).

You've done a beautiful job Vic, but I have two concerns: I think both
your bandswitch and the output loading capacitor are seriously
under-rated
for a legal limit amp. You didn't ask for advice, but I do want to help.
