As far as I know WRTC 2010 is purely LP competition. I think WRTC style 
competition is the only true competition with even playing field for all the 
participants.
Setting up this type of competition locally allow the majority of those who 
is really interested to participate. Ural Contest Group has been doing it 
for already 11 years and we always have some 20-25 teams participating. The 
most distant team has to travel some 500 km which is not that far by our 
standards.
