Personal opinion:
Changing the "pileup procedure" will be useless.
The problem is a lack of ethics for the lids creating the mess,
and with the regulatory authorities letting this mayhem continue.
Lastly, the people who "should" dictate the methods used for pileup management
is the dx-pedition team, period!
If you don't like the way it is going, work someone else, or fund your own
dx-pedition and then you can do it "your way."
