Actually no.  On the other hand, mounting it in a box or suitable enclosure 
protects the switch but then one has to deal with the antenna leads getting 
and out of the box along with a suitable ground.    Mine is located on a 
metal plate  at the base of the tower, just before the feedline turns to 
enter the house.  I run the balanced feed all the way to the tuner.  The 
spark plug arrestor is in the same location as the switch near the base of 
the tower.
Yes, it does require going outside to ground the antennas.  I use a DPDT 
switch that disconnects the feedline from the entrance to the house and 
grounds the antenna feedline at the same time.
The coax feedlines and rotor control cable all have Polyphaser protection 
systems at the same location.  All  at the base of the tower before the 
lines enter the house.
