[SECC] Proposed New Center for Circle

No, not yet.  If you follow the back and forth between KU8E and W4AQ, a
test-case center is trying to be determined.  Their emails to date
indicate approximately where one test-case center will be.

There will be no new club circle until the impact of the ACC is fully
understood, the exact location of contributing members is understood,
the desires of those who can contribute to the ACC and/or the SECC is
fully understood, test case circles are evaluated, the whole thing is
given a fair hearing, and a recommendation from the officers is put to a
vote.  The recommendation could well be - don't change it.  The
recommendation could be a good one and voted down.  Everyone is invited
to participate with an open mind and a desire to improve the club, if
possible.
