The problem I see with the 30/50 rules change is the 30 QSO limit.

Going back to an old scenario, if a north bound Rover meets a south 
bound Rover, even if they have only 4 or 6 bands, could easily top 30 
QSO's.  And this is a far cry from grid circling.  So the rule is too 
restrictive, in my opinion.  Another point, why do we need the 30 
limit?  It would seem to me the 50% rule, or even a 20% rule, would be 
effective enough to stop grid circling without the 30 QSO rule.  Am I 
missing something?  I would recommend dropping the 30 Q limit, and 
lowering the percentage.

Ev's proposal has merit, but as many have pointed out not being able to 
re-enter a grid is too restrictive for Rovers who make contacts while in 
motion.  We once discussed putting a time limit on re-entering grids, 
but even this would restrict the "run and gun" style Rovers.  Using a 
time limit would allow you to start the contest in you home grid, and 
end it there too, which is a good compromise.  But, it is still 
restricting the operations of Rovers who haven't done anything wrong, or 
unethical, so many will resent it, of course.

Still searching for the magic rule that will fix everything, create a 
level playing field, achieve world piece, feed the hungry, etc...
